（中央社記者葉素萍台北28日電）民主進步黨發言人黃帝穎今天表示，中國國民黨主席朱立倫稱捐黨產是國民黨做公益與革新決心，但國民黨選前大量出脫黨產，還好意思說要捐公益使用，根本是慷全民之慨。

朱立倫說，捐出台東縣4個不動產讓地方政府公益使用，多的黨產做公益是既定目標。

黃帝穎發布新聞稿表示，國民黨產處理方式本該由政黨法及不當黨產處理條例等法律規範，應等新國會檢視與監督。

他說，根據德國國會追討不當黨產的立法先例，政黨或其附隨組織在個案中，有義務向負責的「獨立委員會」舉證證明取得的財產確實合於實質法治國原則。

黃帝穎表示，國民黨自己定義黨產有沒有爭議，自稱今年8月就已將「爭議黨產」處理完畢，處理過程又完全黑箱，如今又拿著這些本來應歸還國家與人民的黨產喊著要「作公益」，簡直因果錯置。

另外，台灣台北地方法院審結美河市案，民進黨發言人阮昭雄說，美河市案黑幕重重，但從調查對象到對價都不合常理，司法檢調機關應繼續向上徹查，還事實真相給人民。1041228
